even when you shut off throttle completely, the ecu, spark and injector will not react instantly, therefore slight overfuelling will occur
valve overlap means that incoming air and slightly unburnt or partially ignited fuel will get pushed/sucked straight in from inlet valve and out of the exhaust valve into the exhaust, because they are both open during this overlap
also, over fuelling can be used to cool a hot running engine, you need flooding to bore-wash, not slight over fuelling
