What do you mean by "second tier" the upper holes or the lower?

I mean second hole up from the front of the rearsets as your start point ,which is still further back and higher than stock by quite a lot ,ie scrape everything with stock and nothing like that but for road not mega comfortable if you have long legs ,you can disable the rear brake light switch by linking 2 of the wires then put them in any position ,but if you want it working you have to use the triumph wiring or you will lose major HP therefore mine are fitted with stock wiring and the brake light working but that is the only position as that's as far as it all stretches
